Equalities Oversight Activity

The Authority reviews and monitors various issues relating to equalities and diversity across many of its committees. You can find links to the relevant reports below:

Human Resources Committee

  • The Human Resources Committee considers an Equalities and Diversity update report on a quarterly basis (at each ordinary meeting of the committee).  This is a joint report with contributions from the Force’s Equalities and Diversity Officer, the Authority’s Engagement Officer and the Portfolio Holder.  The report gives an overview of recent activity and the highlight points to note.
  • The Committee also looks at the HR Department performance report on a quarterly basis.  The report provides information about ‘people performance’ and progress against people data targets.  This includes recruitment/diversity (targets in respect of receipt of applications from minority and under-represented groups) and workforce representation/diversity (eg percentage of ethnic minority police officers/police staff/special constables, percentage of female police officers, percentage of disabled officers and police staff and the percentage of all staff who are National Occupational Standards AA1 compliant by March 2012).

Professional Standards Committee

Members consider the following reports at every ordinary meeting of the Professional Standards Committee:

  • Consideration of Complaints Statistics (including the monitoring of the complainant’s age, gender and ethnicity)
  • Independent Custody Visits (report that details provides a summary of custody visits made by Custody Visitors to designated police stations, includes statistics, summary of re-occurring issues, analysis of custody visiting times and regional visiting statistics).
  • The Committee also considers issues relating to discipline and conduct in the confidential section of the meeting.

Community and Partnerships Committee

  • The Community and Partnership considers a quarterly report relating to children and young people provided by the Authority’s Portfolio Holder for this area.  The Committee monitors and reviews child protection and issues relating to children and young people via joint report provided by the Force’s Head of Public Protection and the Portfolio Holder.  A level of assurance is agreed at each Committee. From October 2011 onwards, the Portfolio Holder’s remit also includes vulnerable adults.
  • The Committee monitors and scrutinises the Force’s use of stop search powers on an ‘exceptions’ basis.  The Authority has nominated a Member, Mr Graham Dark, to ‘champion’ this area of work and to provide additional assurances to the Committee.

Finance and Performance Committee 

The Finance and Performance Committee considered a thematic review on Serious Sexual Offences at its meeting on 9 November 2011.  The Committee also reviews the force’s performance at every meeting; this includes anti-social behaviour incidents and domestic violence crimes.
