Terms of Reference

Membership: 9 (comprising 3 Councillors, 3 Independents, 3 Independent Lay Members)

Quorum: 5 (always including at least 1 Independent Lay Member)

Promote and maintain high standards of conduct by Members of the Authority. Monitor the operation of the Members’ Code of Conduct.  Advise the Authority on the adoption or revision of the Members’ Code of Conduct. Assist Members to observe the Members’ Code of Conduct.

To arrange (where necessary through a Sub-Committee) for the initial assessment and review of allegations of breaches of the Members’ Code of Conduct and to conduct any hearings required following the investigation of allegations and to decide on a sanction in such cases as are found to be proven.

To keep informed of national guidance issued by the Standards Board for England, advising the Authority accordingly. Grant and supervise the exemption of employees from political restrictions under section 202 of the Local Government and Public Involvement in Health Act 2007. Advise, train or arrange to train Members on matters relating to the Members’ Code of Conduct.
