Professional Standards
Fulfill the obligations of the Authority in relation to complaints including the Police Reform Act 2002 and Part IV of the Police Act 1996 in connection with the complaints and discipline process and professional standards of the Force and where necessary to seek changes in procedures and performance to enhance public confidence.
Investigate and hear (where necessary through a sub-committee) any complaints about the conduct of senior police officers in accordance with appropriate regulations, and to make a recommendation(s) to the Human Resources Committee. Consider all matters relating to discipline against senior police officers, within police regulations.
Consider an appeal (where necessary through a sub-committee) against the outcome of any complaint concerning the conduct of the Chief Executive and Monitoring Officer and to make a recommendation(s) to the Human Resources Committee. To maintain an overview and monitor the operation of any code relating to the Public Interest Disclosure Act.
Maintain an overview and monitor complaints to the Local Government Ombudsman and investigations. To maintain an overview of and monitor:
- complaints against police officers and staff.
- police staff discipline.
- police staff grievances.
- ensuring that lessons learnt are implemented effectively by the Force.
Act on behalf of the Authority when handling complaints referred to the Authority by the Independent Police Complaints Commission. Recommend to the Authority the appointment of Independent Lay Members to sit on Force Misconduct Panels. To consider reports and guidance from external agencies including the Independent Police Complaints Commission, Association of Police Authorities and Her Majesty’ Inspector of Constabulary.
Independent Custody Visiting
To oversee the maintenance and operation of an efficient and effective scheme for the independent inspection of custody facilities and the welfare of detained persons.
Animal Welfare Scheme
Oversee the maintenance and operation of an efficient and effective scheme for the independent inspection of the Force Dog Training Establishment and the welfare of police dogs.
Risk Management
Have due regard, in exercising its responsibilities, to risk issues generally and the specific risk issues contained within the Authority’s Risk Register.
Equal Opportunities
To have due regard in exercising its responsibilities to equal opportunities generally and the requirements of all equalities, anti-discrimination and Human Rights legislation.
Value for Money (VFM)
To have due regard, in exercising its responsibilities, to securing VFM.
Tasking and Finishing Groups
Appoint Tasking and Finishing Groups on an ad hoc basis to undertake specific time limited tasks.
