Independent Renumeration Panel

Panel Members

The Independent Renumeration Panel currently comprises three members:

  • David Lomas Independent Lay Member of the Ethical Standards Committee
  • Robert Nelsey former Chief Executive of West Lindsey District Council
  • Jayne Billam Director of Human Resources at the University of Lincoln

The Panel is supported by the Treasurer and the Committee and Administration Officer.

Terms of Reference

To make recommendations on allowances and expenses paid to Police Authority Members and to address any other relevant matters arising from recommendations contained within the (June 2008) Report of the Independent Panel on Police Authority Members’ Allowances.

To recommend appropriate arrangements for ensuring that the Member’s Scheme of Allowances is subject to an annual review and that rates of allowances are automatically updated in accordance with cost of living increases.

To recommend appropriate arrangements for providing Members with relevant stationery/equipment (e.g. lap tops, printers, PDA’s, mobile telephones, etc) and any other facilities (e.g. shredders, photocopiers, lockers/filing cabinets).

To provide advice to the Authority, on any other matters relating to Member’s allowances.
