Police Support Volunteers Scrutiny
A Scrutiny Panel was formed in March 2011 to examine the Force’s management of Police Support Volunteers.
Objectives
The Panel agreed the following objectives:
- Value for Money: Examine how the Force ensures it uses its volunteer resources effectively. Consider the costs of volunteering and if this represents value for money.
- Performance Management & Evaluation: Assess the impact that volunteering has had on Force performance and the methods that the Force uses to measure and evaluate this. Understand how senior managers gain assurance that the strategic approach is achieving the desired outcomes in the business.

Process & Systems: Understand the processes and systems that the Force has in place to ensure that volunteers are supported and valued. Identify where improvements can be made.

Risk Management: Consider the Force’s arrangements to manage the risks around volunteering.

Make recommendations as appropriate.
Findings
- The Panel was content that the Force’s structures and processes were in order and fit for purpose. In line with the Assurance framework methodology, the Committee agreed a ‘Satisfactory’ level of assurance in relation to the structures and processes surrounding volunteering.
- The Panel had some reservations with regard to evaluating volunteering as there was some outstanding work to be completed; however the Panel acknowledged that this work was planned. In light of this, the Committee agreed a ‘Limited’ level of assurance.
- The fully completed version of the VIVA is planned for completion in September 2011. The Panel noted that the initial approximation of the VIVA process showed a positive return on investment (at least a £1.83 return on every £1 invested). The Panel does not feel that they are in a position to suggest an assurance level in respect of value for money until the full year’s data is incorporated into the VIVA. The Panel do however acknowledge the early promising signs and indications. It was suggested that the Force reports the VIVA findings to the Panel when it has been completed in September 2011. The Panel will report back to the Committee in December 2011.
- The Panel reviewed the Force’s arrangements in relation to risk management of volunteering and the Committee agreed a 'satisfactory' level of assurance.
