TERMS OF REFERENCE FOR FINANCE AND STRATEGY COMMITTEE

1. To consider the draft revenue and capital estimates for the ensuing year and to recommend the Budget to the full Authority,,
   
   
2. To consider draft elements of the Policy Framework and make recommendations on them to the full Authority including:
   
   
   1. assisting the Authority and the Chief Constable in the development of the Budget and Policy Framework by in-depth analysis of policy and financial issues;
      
      
   2. conducing research, community and other consultation in the analysis of policy and financial issues and possible options;
      
      
   3. determining the local priorities and targets to be included in the Policing Plan.
      
      
3. To consider and approve capital project scheme financial appraisals, in year revisions to the capital programme, capital programme forecast outturns.
   
   
4. To consider and approve:
   
   
   1. in year revisions to the revenue budget (including virements)
      
      
   2. financial and employee monitoring statements
      
      
   3. disposals of police property
      
      
   4. gifts, loans and sponsorships
      
      
   5. the efficiency plan.
