TERMS OF REFERENCE - MEANINGS

"Policy Framework" means:

• The Best Value Performance Plan.
  
  
• The Policing Plan.
  
  
• The Human Resources Plan.
  
  
• The Training Plan.
  
  
• Other plans and strategies of a long term or significant importance to the overall direction of the Authority and/or Force
  
  

"Budget" means, (in respect of the ensuing financial year) the allocation of financial resources to different services and projects, proposed contingency funds, setting the Council Tax precept and decisions relating to the control of the Authority's borrowing requirements, the control of its capital expenditure and the setting of virement limits.

"Senior Police Officers" means Police Officers above the rank of Chief Superintendent.
