2.   Reports in the public part of the agenda include a list of background papers.  Background papers are defined in Section 100D of the Local Government Act 1972 and are documents which disclose any facts or matters on which, in the opinion of the Chief Executive, the report, or an important part of the report is based and have in her opinion been relied on to a material extent in preparing the report.  The list excludes any background papers which consists of published material or contains exempt or confidential information.

3.   Agenda items E2 & E3 have not been circulated to the press and public in accordance with Section 100A (4) of the Local Government Act 1972 (as amended).  This is on the grounds that they contain information relating to the investigation of crime and if disclosed could prejudice operational matters. In addition, the report contains information in relation to the security of ICT systems, which should not be disclosed in public.
