2. Reports in the public part of the agenda include a list of background papers. Background papers are defined in Section 100D of the Local Government Act 1972 and are documents which disclose any facts or matters on which, in the opinion of the Chief Executive, the report, or an important part of the report is based and have in her opinion been relied on to a material extent in preparing the report. The list excludes any background papers which consists of published material or contains exempt or confidential information.
3. The press and public are likely to be excluded from the meeting during consideration of agenda item D2, D3 and D4 as they disclose exempt information as described in schedule 12a of the Local Government Act 1972 (as amended). The reports contain information relating to the amount of expenditure proposed to be incurred by the Authority under contracts for the acquisition of goods or services within the scope of paragraph 3 of the schedule. Disclosure could prejudice negotiations if made public.
