Corporate Governance

Contract Regulations

Only the Police Authority can enter into contractual obligations for the supply of goods and services for the police service. These rules set out the processes which apply throughout the service to control the way in which goods and services are procured to ensure that all contracts entered into are lawful and they represent both best practice and the interests of the Authority and the taxpayer.

Scheme of Delegation

Lincolnshire Police Authority is permitted by law to delegate most of its statutory powers and duties to Committees, Sub-Committees or to its officers and most decision making is done by this means. The Scheme of Delegation defines the decision making responsibilities of the various Committees and defines the powers of the Authority which can be exercised by officers. It also sets out the scope of responsibilities of other roles carried out by Members of Lincolnshire Police Authority

Proper Officer Provisions

The Local Government Act 1972 and others contain provisions that require the Authority to identify either the Chief Constable, Clerk or Treasurer to be responsible for specific matters "The Proper Officer". Please click the the title for further information on "Proper Officer" provisions.

Standing Orders

Our Standing Orders set out the rules by which meetings are conducted. These are seldom applied rigidly, as the nature of how the Authority does its business renders a rigid framework for debates to be unnecessary. However, they are in place should they need to be invoked.

Code of Corporate Governance

The Authority has approved and adopted a code of corporate governance, which is consistent with the principles of the CIPFA/SOLACE Framework: Delivering Good Governance in Local Government.

Annual Governance Statement

The Authority is responsible for putting in place proper arrangements for the governance of its affairs and facilitating the exercise of its functions, which includes ensuring a sound system of internal control is maintained through the year and that arrangements are in place for the management of risk.
