Member's Expenses

TRAVEL AND SUBSISTENCE

Attending meetings of the Authority or any body of the Authority and undertaking duties which are in accordance with the Job Profiles are recognised as approved duties for the purposes of the payment of travel and subsistence.

Attendance to meetings including Committees and Sub-Committees of Outside Bodies to which the Member has been appointed by the Authority shall also be classed as approved duties. Other duties may be approved by the Chief Executive.

Travel

Members of the Authority may be reimbursed for reasonable and necessary travelling expenses by public transport in undertaking Police Authority business.

When travelling by rail, members travel by Standard Class and members are requested to provide details of any discount or concessionary entitlement available to them. The actual receipted reasonable expenditure will be reimbursed for taxis and motor vehicle, motor cycle and bicycle expenses are payable at Inland Revenue approved rates:

Subsistence

Hotel accommodation will normally be booked in advance by the Secretariat. The costs will either be: paid directly by the Authority to the hotel, or reimbursed to the Member for actual receipted reasonable expenditure. Any actual receipted reasonable expenditure on meals and refreshments will be reimbursed to the Member.  Members are expected to meet the cost of any alcohol consumption whilst performing an approved duty.

Members Scheme of Allowances

Police Authorities pay allowances to their chairman, vice-chairman and other members, and payments can differ according to whether the recipient is the chairman, vice-chairman, or another member. Allowances schemes must be published annually and each time they are amended. When making or revising allowances schemes the Police Authority must have regard to any guidance issued by the Secretary of state. The secretary of state reserves the power to impose limits on allowances payments through regulations. Lincolnshire Police Authority also makes payments to members of its Standards Committees.
